What is C4?

C4 is a community-based parenting support program where parents meet monthly. We provide support and information in ways that help parents become more capable and competent through a variety of parenting activities, including, but not limited to, parent and child play groups, parent information classes, parenting materials, and individualized parent supports provided in response to particular child-rearing concerns or specific parenting questions. Additionally, providing or assisting parents gain access to other types of supports and resources.


Engage parents in making genuine connections with other parents in a safe environment
Educate and develop in parents the capacity to take part in mindful parenting and decision making by providing workshops on topics such as stress management, nutrition, depression, child abuse prevention and other relevant topics
Empower parents through access of community resources, sharing of information and resources as well as advocacy

Cynthia Gibbs Foundation

The Cynthia Gibbs Foundation is dedicated to preventing child abuse across Lancaster County and beyond, specializing in Shaken Baby Syndrome (SBS) also known as Abusive Head Trauma (AHT), a dangerous and often fatal form of child abuse. Our goal is to increase prevention, public awareness, education, family support, and victim advocacy for the innocent child victims of Shaken Baby Syndrome. We work collaboratively with individuals and agencies in a community effort to benefit children, families and society as a whole to prevent SBS.
